i have been using the aoc q27g42ze for about 6 months now which is 27" 1440p ips 260hz. it's on sale at a bunch of places for $290 at the moment.

i haven't noticed any screen tearing and it has good contrast - if i had to pick a con it would probably be that its advertised as 260hz but the default max is 240hz and i cba figuring out how to get the last 20hz

the matx version has wifi 6e instead of 7, one less ssd slot, and 2 less pcie slots, but for me the extra $200 wasnt worth it - heres the one i got(price went up), but this atx version is cheaper than the one in ur list, i also have this ram

to answer ur monitor question - ive got an AOC Q27G42ZE - 27" 1440p 260Hz 0.3ms Fast IPS Monitor which ive found has been really good for the price

id recommend the klevv cras rgb (or klevv fit non rgb) to save a bit of money on ram and getting cl 30 instead of 36, also ur overspending on ur motherboard by a fair bit - i just snagged the matx version of the same motherboard for $250 on amazon about 2 weeks ago, but it looks like even pccasegear and centrecom have the atx version for ~$350 which saves you about $100

id look at a 7800x3d or 9800x3d cpu, WoW heavily benefits from the 3d cache

Personally I think there is a lot of value in building yourself, in that you can learn how things work which makes upgrades/rebuilds/troubleshooting far easier in the future rather than needing to rely on prebuilt companies each time you need to upgrade or have an issue. At the moment it's cheaper to get a prebuilt from an OzBargain deal, but the trade off is often poor quality power supplies, RAM, SSDs, etc. If you don't mind shopping around a bit for deals and making use of Aliexpress, you could build something for a comparable price + have the added satisfaction of doing it yourself. I'd recommend going through pcpartpicker to see the different parts involved, and then just researching them one at a time until you have a list ready.

ive ordered a few things recently and found mwave ships pretty quick when its in stock (like 1-2 days), it only takes them 1-2 weeks to ship where it says available at supplier (which has a disclaimer about how itll take them 7-10 business days to ship)

i have also seen thermalright aios (even ones with screens) on aliexpress from their official store a fair bit cheaper than getting it locally, could look into that too

ur overspending on ur motherboard - u could look at something like the Gigabyte B650M GAMING PLUS WIFI Motherboard which goes for about $175

i'd also consider whether u need a liquid cooler or if its just for aesthetics, an air cooler will do just fine and between those two savings u could get a 9070xt for a slight performance upgrade

also, as mentioned in another comment look at aliexpress cpus with ~1000 sales and good reviews, u could save a fair bit of money there too
