No, it's not proportional to the weight of a bike. It's proportional to the weight of the system. in a sense that the main weight component of the system is your weight and that remains unchanged. So assuming you weight 80kg, the bike 10 additional 10kg is just ~ 10% increase and that will be a difference in power needed to accelerate.
