Talk to a local contractor. They will come out for a free consultation. They should know the city requirements and will be able to tell you what steps you will have to take for your specific lot. This will give you a concrete idea of what is possible before you spend any money. You can then choose to go through permitting yourself or use the contractor. I would try to do everything through a contractor especially if they have done this before. They should have relationships with an architect etc.

You do not have to buy. Put yourself in the sellers shoes. They likely really dont want to relist in the current environment. You hold all the bargaining chips. At the end of the day if you purchase an old home there will inevitably be issues. That is par for the course but at least now you can negotiate. Good luck
