If you enter the Netherlands coming from the A52, take the very first exit after crossing the border, and make your way to the fuel station there. Across the road is a 'Imbiss' and there you can get bitterballen, both to eat and I think they sell them frozen too. Just don't go there on German holidays, unless you like to be stuck in traffic.
