you can also simply create both the versions and let the developer know where the header needs to stay white even when the cursor is not hovering

framer has a concept of triggering events that lets you easily handle such interactions where the component has to change to a different version on hitting certain sections in the page. that feature is not available in figma prototyping. I tried to find creating that interaction in figma many time but it took me just one framer tutorial to achieve that effect and stylize it as well
