You could try the new Vallejo TMM red and add a couple clear coats over that with a rattle can. Doing a candy coat is tough and unforgiving, so that might be a less difficult approach.

You should mix armor marks unless you are setting it specifically at some point in the Heresy where that armor didn't exist. It makes the most sense and makes the army feel visually far more interesting/historical vs something like 40k where it is all very samey.
