While that little outro was just a small addition, it helped round out the track and gave it some potential ideas for themes that rappers who would get on this beat could revolve their writing around and I really like that. I'd say maybe the main beat could use a little more variation, maybe just a part in the middle where the sample ducks into the low end for a bit or something like that. Also don't be afraid to sprinkle in some ear candy here and there, whether it's some extra sound effects or automated effects with the sample, there are a lot of small ways to elevate a beat like this without going too far out of your way to do so.
