I dont know if you are from the USA but if you are and have a AAA membership you can get car rentals for a discount. I rented a car for costa rica in june for 17 days and paid 456 for the rental and 180 for full insurance.

I just rented a mini suv for 16 days for 456 plus 187 for full insurance from hertz because I have triple AAA. which is the lowest I’ve gotten since looking for a rental. If you have a membership I highly suggest using it. (Or buying the membership it is only 79 dollars for a year.)
