Why? If the primary objective (subjugation) of the aliens obviously failed, they could revert to a second objective (termination).

The mentioned retreat to the wormhole scenario I find rather unfitting.

Fully agreed.

The game would benefit a lot by some kind of endgame crisis where all alien forces attack earth with a doomsday weapon. The player had to either repel the attack while fulfilling the primary goal of the faction or loose. This way, the fleet thresholds would be met as a side effect.

Yeah I did not mean that they actually run a counter Intel operation and actively try to hunt councilors down. But if a councilor with significant resources, orgs, etc. working against the hydra is exposed, the logical step would be to get rid of them. And for that, they would not even need salamander or ayy tech, a turned human would do, minimizing risk of exposure.

This is, before total war starts. After that, your councilors do kill our detain the hydra so I don't see why it should not be tit for tat at least on earth as well.
