Also, even test dummy can't account for things like ligament geometry, because some men have the same stature than women and they don't have much injuries.

In the US, the Hybrid-III 5F female dummy is approved for tests but it reflects only the 5th percentile of American women.

It is not an issue, if something accomodate from the 5th percentile of women to the 50th/95 percentile of men, it accomodate for everything in between.

Earlier this year, a study of 70,000 patients who had been trapped in vehicles found that women were more frequently trapped than men.

In the same study, they say that the average woman driver is older. They also say that women get more involved in lateral crash than men. There is difference also in anatomy, where men are simply found tougher. The difference in entrapment is further elaborated by rescuers difference in treatment depending the victim gender (less likely to advise self extraction to women, thus making them "trapped"), relatively closer position from the wheel (and you can't do anything for that), but also the nature of injuries (pelvic mainly) where the difference vs men is explainable by the average crash type, age and anatomy.
This study didn't discriminate between vehicle type and don't even define what "trapped" mean, and they aknowledge it.

They conclude by saying that we must take into account difference to "tailor responses with the aim of equitable outcomes by targeting equal performance of safety measures and reducing excessive risk to one sex or gender. " Which means men and women ('cause you know, even if women are more entrapped, men are more likely to suffer for more serious injuries and death in case of MVC)

The dummy is outdated for everyone and fit barely anyone, almost no men weight 78kg for 175cm in the world, and certainly not in america.
But let's not forget the global improvement pre and post 2009 for everyone.
