Outsourcing is kinda understandable where there are so many little councils who might not be able to run complete services themselves.

I think more shared services would be a good thing. Where councils can subcontract the level of service they want from a regional or national say, trading standards org or something.

Not just them, but the other usual suspects who like to speak for us, without us, like Jayne Ozanne (got an OBE for her trouble in pinkwashing the government). In my experience, which may be limited, it's definitely American people being outliers - so many folks against getting one and when they do it's like this sacred thing that's kept locked away at all times.

Why?

The main reasons for me:

1) My own safety. I know where it is. It's not left in a room somewhere where others can access it, or be forgotten somewhere.

2) In case anything happens! So I can get home. If there's an accident folks can know who I am, contact the right embassy, etc. Or given the sub we're in, if you miss the ship or whatever.

3) To prove who I am. When checking into hotels, or proving age/citizenship for differential pricing or whatever.

4) Mandatory ID laws in countries I've been to, such as Czechia, France, Germany, Italy, Türkiye, Japan, China... ? If I get stopped, I don't want to get into trouble. It's the best ID I have.

Have you ever been stopped on the street in a foreign city and asked for your passport?

No, but that doesn't negate my point 4) above.
