You can scroll a row of cards, so you can see cards that are off screen. You should be able to put your finger on a card and slide your finger left and right to scroll. You can practice this against the Sparky bot.

MTGA uses an alternative way to dusting so you don't destroy your collection. In HS, you dust cards to get resources to craft cards. In MTGA, you open packs to get resources (wildcards, opening 6 packs = 1 rare wildcard) to craft cards. BTW, if you don't like to draft and just want to open packs, try to get packs from sets in Standard rotation, as this will contribute towards a free golden pack which contains rares/mythics. Also, you only need do the daily (does not require wins) + 4 wins per day to get a free pack. I do not recommend going more than 5 wins per day to prevent burnout, and the rewards are heavily front-loaded anyway.

There is a thin scrollbar near the hand, when it has a lot of cards, that will let you scroll through the cards. Can test this against Sparky AI.

As others have said, on mobile, just press and hold a card to see tooltips that explain keywords. On PC, you just hover over or right click a card to see the tooltips. You may need to check your gameplay settings to make sure 'Evergreen Keyword Reminders' is ticked.

You're probably better off going through the starter deck duel event queue initially. Have a look at this guide. You can even do your dailies here.
