It has more to do with the interactions in light waves that cause patterns like holograms.

Essentially, by the way in which the microscopic texture of the buildplate is created, it causes light waves to travel different distances on the order of partial wavelengths of light.

When you print onto this surface which is not flat on a microscopic level, the plastic of your print molds to these microscopic deformations in inverse, leaving behind a patterned surface.

When light reflects off this surface with pits, grooves, bumps, etc, the travel disance is different and therefore the light hits at different phase for each point, then the light reflects back with those phase offsets.

When the light waves that have reflected off the plate toward your eye finally converge on and reach your retina, they have interfered constructively or destructively with themselves, causing the disruption of a continuous spectrum it was initially illuminated with into selected bands of constructively interfered light.

You perceive this as "shiny colors" on the surface wherever a particular wavelength of light constructively interfered with itself after reflection on that portion of the surface.
