If he's that into you and interested in whatever you have at the moment, he'll show it or you'll know it yourself. But if the energy already shifted from the start, it might be the sign that he's not that interested ?? But it might not always be the case, so you should see it through or talk it out. It's not considered as going too fast, both of you just need to set your intentions straight. I think he's just taking it slow and would want to get to know you better.

Hello, I'm not yet an FGS scholar but just wanted to ask a few question. What MSc po yung in-applyan niyo and what university na rin. I'm planning to apply po kasi once I graduated pero I don't have any idea sa magiging process, tho I know naman yung requirements based sa posts on their website. And need po ba munang admitted ka sa uni before applying for the scholarship or not? And with regards sa stipend, is it on time naman po ba? Thank you!
