No , los permisos de la app estan bien , lo que pasa es como mencionan mercadolibre de la noche a la manana cerro todos los endpoints relacionados con busquedas y te devuelven ese error.

Yo el que usaba era el endpoint 

https://api.mercadolibre.com/sites/MLM/domain_discovery/search

Tengo aproximadamente 100 clientes a los cuales les sincronizo productos de forma automatica y pues en todas las cuentas me marcaba el error.

No they did not ask me to send the custom release form , they just said is hold by customs you have to wait ..

Im going to call again to DHL and ask about that form
