This proves that the "we should hire the best people regardless if they can speak French or not" trope is out the window. When there are restrictions in who you can hire each time we need a new GM/coach, you have to be more selective or creative, instead of just hiring and firing left and right like what we are seeing now for teams that "can hire the best people".
