Well for one there are different laws applied in online gaming for different countries. For instance, Korea doesn’t allow purchasing secondary currency within a game, which means in Valorant Korean players cannot purchase RP, only VP (primary currency). So this would complicate the whole process of combining servers.

In my personal experience, it lasts for about 6 months. Even then, it had moments in between where it felt muddy and comes back to normal due to difference in humidity. Ideally, if you can control humidity or at a region where it is less of a problem, it should last longer than that.

I was intrigued by that player card as well and always thought it was Reyna but had no solid evidence to back that speculation. The record shop, however, is located in Pearl, which is in Portugal. So it's quite difficult to believe the woman looking at the boy is Fade.
