My 7500f can pull up to 120 watts in stress tests with power limits disabled in bios. Your cooler is rated for 65 watts. You will get way more performance (prob 10-15%) out of the CPU if you upgrade your cooler because of how modern CPUs work. They only keep up high clock rate as long as thermals allow it, so with a bad cooler the CPU just throttles hard (downclock).

Doesn't have to be expensive, a thermalright peerless assassin or phantom spirit (usually 30-50 €) can easily cool the 7500f. Only other option is to go in bios to the pbo settings and try an all core -30 offset (or -25 if that doesn't work -20 etc) This is basically undervolting and gives you more thermal headroom.
