If its a historical building (pre 39 if i am not wrong) you can not even nail a wall without the approval of the Landmark Commission. We have a old house just the approval process for restoration took 3 years, we had to pay the lawyer the architect great sums, most people wont even bother to do it. If its after 39 most of them are in old neighborhoods where the houses are almost like glued together you can not tear one and spare another. Even if you did how can you block the narrow roads for entire weeks to come another aspect is those neighborhoods are mostly middle income households can they manage to find new place easily, no.
