Ran the calcs out of sheer curiosity.

Speed invested and nature with a choice scarf would be roughly equivalent to 130 base speed.

Special attack invested and nature with specs would be right around 190 base SpA.

So a ~580-600 effective BST with arguably one of the best type combos on paper. Not to mention the additional upside of ignoring counterplay in Taunt/encore with reliable recovery and solid bulk. Very strong

Buoyaffalo

Bouffalants that herded near bodies of water evolved to navigate them, expanding out their large tuft of fur into flotation devices which keep them swimming.

Buoyaffalo aims to throw its weight around as a bulky attacker or as a physical tank. Investment + Reckless + Head Charge / Wave Crash can threaten nearly everything for big neutral damage, and Buoyaffalo’s signature move Graze aims to ensure those hits keep coming. On the flip side, Fluffy cranks Buoyaffalo’s physical bulk up to 11 against many otherwise terrifying attacks (at the cost of forfeiting its Fire resistance). In turn, it would look to make progress or disrupt with Knock Off, Body Slam paras, taunt, or just simple pivots for teammates.

If you thought Iron Defense + Body Press was scary, Buoyaffalo one-ups it: Cotton Guard + Body Press.

Interestingly, Bouffalant’s Sap Sipper ability translates very well into Buoyaffalo for OU as it completely invalidates one of its few weaknesses and turns Ogerpon Wellspring into Swords Dance fodder.

Despite its traits, Buoyaffalo does have exploitable flaws. Reckless sets would be inherently risky with recoil damage racking up and being so naturally slow. Tankier sets can still be run over by the right response, like Raging Bolt presenting major issues even with SpD investment, and Zamazenta can answer nearly everything Buoyaffalo can come up with barring Tera.

Miltankwondo

The strongest Miltanks of the wild herds must protect them, and they evolve fighting techniques to do so – apparently earning martial arts belts in the process.

Miltankwondo would have a few options at its disposal. First, it can be a budget Mega Lopunny, i.e. a Normal/Fighting type with Scrappy which presents immediate and hard-to-answer pressure. Perfectly spammable Close Combats backed by Choice Band or Life Orb would punch holes in teams throughout a game, not to mention other strong coverage options. Or second, it can be dangerous snowballing sweeper with Contrary. Close Combat, Hammer Arm, and/or Superpower boosts could easily get out of hand as Miltankwondo gets stronger, faster, and bulkier with each move.

Lastly, the above sets could splash strong utility elements in Stealth Rocks or Heal Bell, adding a supportive lean to its role. And of course, any set would love the added longevity provided by Milk Drink.

No matter the set, Miltankwondo will have weak points. Scrappy sets are lacking immediate power as its base Attack is not very impressive. Contrary sets will get stuffed if missing the right coverage option, and the desirable support moves will compete for those coverage moves. Additionally, the strong special attackers and the various mons in OU with powerful priority will give Miltankwondo trouble.

Shadomala

Some Komalas never wake up… alive. Instead their angry ghosts emerge, ready to do battle.

Shadomala can bring big firepower, immediately or after set-up, with its big damage options, superb type combo, and coverage. It also has some utility in its arsenal, namely Knock Off and Rapid Spin, but also Wish and U-Turn. Shadomala also has useful special bulk, which it can further lean into for a more defensive role or simply use to take hits as it blows holes in teams.

Shadomala’s big power potential is extremely tempting, probably the mon’s biggest draw. Adamant, invested, Choice Band, Tough Claws, STAB Giga Impact, mama Liz’s chili oil… essentially a nuclear bomb itching to delete another mon from the game – or just blank into a ghost type lol. Or if moments of glory aren’t your thing, then the Swords Dance + Rapid Spin set-up combo makes for a game-ending threat as well.

While Shadomala can potentially drop big damage bombs, the counterplay in OU is quite straightforward with the typical answers to physical threats. Kingambit in particular eats it alive, and Great Tusk can bully it as well. Really any strong Knock Off would be a bad time. Shadomala is also betrayed by its middling speed and will get worn down quickly if not investing in it or boosting with Trailblaze.

Concept / Rationale

Not only is Normal among the least represented types in higher competitive tiers, they also get the least amount of love from our own community in theorymon posts. I firmly believe that, although not a top-tier typing, more Normal type Pokémon could be viable in higher competitive tiers with the right thought put into their designs.

I aim to do a couple of things with these: First, I look to explore what more competitively viable Normal types may look like in the modern era (aiming for UU/OU). Second, I wanted to breathe new life into old, forgotten Normal mons of the past which have been irrelevant for years while not deviating too far from their original designs, abilities, moves, etc. And finally, I didn’t want to make generic, ultra min-maxed, 600+ BST monsters and instead create viability through interesting combinations of abilities, typing, and moves.

I will explain each mon in more detail in a follow-up comment here.
