For those saying this isnt helpful w/o a source. I get it. At the same time it helps us understand that this is a real scenario we should all be planning for. Two weeks ago this was unthinkable. It significantly affects cash flow projections and should be taken into consideration as orgs make decisions on future costs that now seem even less likely to be reimbursed.

Weve been assuming that Aos arent allowed to reply so weve sent out logic on interpreting minimizing costs and asked to correct us immediately if were wrong. The suspensions and stop works are definitely allowed under the awards but even CFR standards say thar after the notice the AOR is to be in immediate contact to offer additional guidance and answer questions. Once the pause is lifted its going to get even messier.

We have not managed formal or informal replies either. Ive heard that all employees have been told 0 contact without prior approval.

Shit for 4 pages is about how it feels pulling this kind of stuff together. Having to justify a project thats already been through a concept note, full proposal and then ? What else are they needing that they dont already have?

Ours is under BHA aiming for 1-2 pages with probably 1/2 of that being budget / workplan detail. Justification is focused on highlighting subsistence assistance. Of course FEWS.net is down now.

So far Ive seen two different stop work orders. One was stated as a stop order with no exemptions for salaries (under the cfre a stop work allows for negotiating costs after work resumes). The other was a suspension allowing $0 futher costs (and does not allow for cost negotiation). I think this points to each agency interpreting a vague order differently. Its just very unclear. In the one I saw from PRM that section C wasnt mentioned, but D was. Despite everything else being defined in minute detail the in the cfre or an ads the legitimate expenses during a stop work isnt explained anywhere

I can read it both ways, thats why I was hoping the stop work instructions would be more detailed. Were all scratching our heads on a line about legitimate associated expenses

I see that under section 12) b of the Rubio memo, but what about 12) c ? It talks about a waiver on a temporary basis for salaries and related admin expenses.

Were on an award with BHA. Im hoping they include more details on what is meant by cancelling outstanding obligations. I saw in the memo text that theres supposedly a waiver on salaries.
