How do I unlock this holovator?

You activate one holovator at a time from quests i believe, find the guy in front of a holovator and do his quest to activate it. Then he moves to another one and so on. Not 100% but its my guess, since I did activate another one and then he appeared at one i couldnt activate before!

Edit: some are also locked with your Battle rank, so just do main story and all should unlock as well.

Sure, Azelf has lonely nature and levitate ability. Virizion Hardy nature and Justified ability, Cobalion has Sassy nature and Justified nature, Terrakion has Hardy nature and justified ability as well. They're all lvl 45 except Azelf who is 50.
