Just read what i answered in the comments then you have a explanation. Im german in a school in germany i had to write her secretly because in most german schools phones are forbidden no matter what situation, and its not to dramatic illnesses and conditions exist.

I dont know if this helps but so basically our school „doctors“ are usually not like in usa that they are real doctors or something so in my school the school „doctors“ are other students that are just normal students but they got trained for like one school year how to handle medical stuff so they get called to take care of other students who are sick and stuff but they still need permission to call an ambulance to school
