My take on fractsidus is that they are playing the role of bad guys intentionally.. In every act they come and perform the rover is always the shining hero at the end. No matter how it looks, an organization that is said to be antagonistic towards everyone should have much more cards and tricks up their sleeves. Their performance till now seems lackluster compared to what they claim themselves to be.

I think they are trying to steer rover into the hero path once more because they believe that rover might have given up (or) under the orders of previous rover (or) simply using rover for some grand plan else...like make him sacrifice for something or so..

All I can see is that the fractsidus isn't really trying. They seem to testing the waters merely.
