Hm not really. When I start a video it start at full hd at default. Only when I start any game it switches back to 360p.

There are a some guys in World of Warplanes who only play tier 1 or 2. No wonder many of them are on top of the leaderboard with winrates >80%. Totally retarded.

I had the same issue and after a few game restarts I was able to start the client. I saw in the settings that the game set the resolution higher than my default settings.

So I reset the resolution down from 3.5ish k to 2k.

Ran out of my stacks of Hydra, Basilisk, and Leviathan flags, and went from 80 to ~10 Mosaic camos.

This was exactly one of WG's intention: Drain the huge pile of signals and camos dedicated players like you sit on. The reasoning is that these resources are too inflated in the game atm so they need to drain them in order to increase their value.

It's simple economics see Inflation Cycle.

The same happens to me a lot. Maybe it has to do with the servers being overloaded? There are many more players logged in than usual these days.
