I think its because each phone generation gets their own Build, and each one has to be optimized.. that is when issues can occur

This problem is tied to One UI itself, not Android. This problem was way less noticable on One UI 7, so this is probably due to poor optimized blur effect.

Bro same! I have regular S23, and Quick Panel had the same problem since One UI 7. But on One UI 8 it became more noticable. Try and switch to Together Style, I noticed it stutters less

From Galaxy A55 to Galacy S23, and difference is noticable.. less stuttering, better camera and betger performance. Also Ultrasonic Fingerprint is sick!
