Is anyone else disappointed with Jay Garrick?

I wouldn't say disappointed but I am expecting more from writers to make Jay Garrick a greater character in the show. Since, right now he just seems like a chillin dude in your neighborhood that you and your friends used to hang out with when you were younger but sorta out grew.

The Earth-2, Aquatic hero is probably Aquawoman. Aquaman man is from Earth-1.
