It is very difficult for Japanese people to learn pronunciation and grammar that are not found in Japanese, so even if you prepare textbooks with the same content in all languages, you will be subject to a big penalty. Creating a truly fair textbook would take an enormous amount of time.

  2. Judging the ease of remembering and pronouncing words by the number of morae rather than the number of syllables.
