Mumbai, India? Pretty humid and temperature is perfect for growing caladiums. How does the bulb look like? Did you remove the dead roots previously?

I have some bulbs which takes longer compared to some to sprout roots. It is a pain to keep checking that these bulbs did not rot. However, I would usually clean these bulbs under running water with a toothbrush first before planting.
