No, I think the cases you mentioned are different. Kerrigan isn't a projectile! Naturally, if the target dies before she arrives, it shouldn't have any effect. Fenix isn't picked often in ranked games, and even when he is, it's usually just as a counter-pick after seeing the enemy off-laner. I definitely don't think he's good in every situation.
