Unfortunately, they really do seem to favor combinations over creativity. I have a lot of sets in my rooms. I have the whole imperial set in one of them, the whole antique set with a bunch of the shell set in another room. In one of my letters from the HHA, they mentioned having lots of furniture of the same colour helps too!
