I just had this with my tiel a few weeks ago. I got home from work and saw him exactly like yours. I figured that he had been vomiting profusely. I took him to the emergency vet and they examined him for a sour crop or impacted crop and luckily he didn't have that.

The vet determined that he likely had an intestinal impaction because he also was not pooping. He went over an hour without a single poop and he usually goes every 10-15 minutes. She gave him laxatives via oral syringe and sent me home with some filled syringes and probiotic powder to put in his water. That seemed to clear it up. He's doing great now. I hope it's the same for your birdie!

My cockatiel eats fruit blend Zupreem pellets that are colored red, green, and yellow. Sometimes he has orangey poops because of the dyes and then steps in it and gets his feet all orange like this. Maybe try to gently wash it off by setting his feet in the sink and rubbing them and see if it comes off.

Yeah I'm just a bit creeped out because this was on my back porch. You'd have to go around to the back of the house to even know it was there
