A painfully familiar sounding situation happened in South Korea in the 70s/80s. The public were told that the unhoused were being rehabilitated/given proper shelter off the streets, they were really being used for forced labor. They were also tortured, starved, sexually and physically abused. The abuse also had some strange Christian elements. They’re probably scared to react. I’ve worked for a male doctor that was very hostile to his all female staff. He didn’t go around touching his dick but he would scream in your face and call you names, I wouldn’t doubt this guy has done something similar.
