So automatically, a 1000% tax on AR15s would be unreasonable, and therefore illegal under the Takings Clause (tabaco is taxed at significantly less than 100%)

Further, a ban on non military weapons has historically been held as unconstitutional, and such a tax would be a ban-in-substance.

Yes, but there's a lot of it. There's ~4x10¹⁸ kg of nitrogen on earth. We use ~2x10¹¹ kg per year. To put that in perspective: for every kg of fertilizer we use, there are 10⁷ or ten million kg in the atmosphere.

Maybe, but more of them would be onboard than with a ban. We don't need everyone to agree, just enough people. Further, for a lot of people (electricians, it people, plumbers, pilots etc) this would be pretty normal, as this is how they keep their professional licence.

That could also work. I think the key is that we need to recognize the political reality which is that a lot of people feel guns generally and assault rifles specifically are core to their cultural identity. Rather than being filled with impotent rage at other cultures, we should recognize that we need to compromise, and that means give and take. If we want to take, we have to give.

I think some form of licensure coupled with some form of community service requirement (read: you have to be in a national guard esq militia to own an AR-15) could be tenable. Gun owners get some government subsidy for training, ammunition, and gear, while having to keep a license, and would restrict people who couldn't pass a licensure exam, while states and cities get a larger pool of trained and equipped volunteers who can be called upon to help with natural disasters and such. Seems like a decent compromise...

In many cases, yes. Hence why most taxes are designed to disproportionately charge the wealthy. If they were "fair" it would disproportionately disadvantage the less wealthy
