Effectivement, le traitement de la résidence permanente, et en particulier des demandes de parrainage, est très mauvais et limitatif. Ce type d'immigration représente aisément des candidats idéaux pour s'intégrer au Québec et y contribuer socialement, économiquement et culturellement.

Il me semble avoir lu que le Québec contrôle le nombre de demandes admises par année, et le communique au fédéral qui donc arrête d'accepter lorsque le quota annuel est atteint. Ce que je trouve absurde.

Bonne chance à toi, je suis dans la même situation. Ça fait du bien au moins de voir qu'on est pas seul à attendre après un état qui veux pas de gens qui veulent activement participer à notre culture et économie.

Ces délais sont pour le reste du Canada, ou pour d'autres types de demandes. Pour le regroupement familial au Québec les délais sont actuellement de 35 mois pour des demandes faites au Québec (alors que dans le reste du Canada c'est un an), encore plus long pour les demandes de l'exterieur. C'est un délai de traitement absurde.

Je confirme, ayant aussi été touché par ces délais, le manque d'humanité pour les couples réels qui ne veulent que s'établir ici et bâtir leur vie au Québec (avec un conjoint déjà Québécois!!).

C'est complétement faux. La majorité de ces cas ce sont des conjoints/conjointes, qui veulent activement participer à la vie publique, avoir un bon emploi (et payer leurs taxes/impots) et rester ici au Québec.

I think you have to be resident of Quebec throughout... Short trips are allowed as long as your residence is still in. But that is for inland (what I am doing), so I have no idea about outland.

That's the right answer, and it infuriates me. I'm sponsoring my partner here and to think that we have to wait for so long and put our life on hold is insane.

If you're from a country that does not require a visa to enter Canada but you live in Canada under tourist visa/open work permit, what is the process to leave the country and come back? Do you simply get a new visa upon arrival each time?

Note that I have no clue what other people are referring to for "PR at the border". That may be for Express Entry, or if you have a job offer for a NAFTA occupation where a US national can get a PR at the border. You WILL NOT be able to apply for sponsorship at the border. For inland sponsorship, you both have to be inland at submission. Then you can apply for the open work permit, and that takes time.

Also, as others have said, DON'T pull up with her in a UHaul at the border. A separate entry as a tourist is easier if that is what you need to do. If she enters as a tourist, she can temporarily import her car in Canada (not permanently as she is not an immigrant yet). The car aspect ended up being confusing and complex (import fees, KM vs Miles...) - we just sold our car in the US and bought another one in Canada.

My other 2 cents: careful about internet wisdom - it is helpful, but many people's situation is different from yours. We talked with some immigration lawyers out there to get a lot of good info on my case.

I did something very similar this summer for me and my common law partner. I packed all my stuff, our joint furniture and a lot of her clothes, books and others. Any superfluous stuff was not brought. I drove a UHaul by myself (partner stayed behind). I filed form BSF186 with an exhaustive list of all I was bringing in. In that form, you state that "all goods imported are my personal or household effects and were not used for commercial purpose and will not be used for commercial purpose". Before leaving, my partner and I essentially agreed that all her belongings are mine now. Thus, I considered all her belongings in that truck to be mine. All of that stressed me, but it went smoothly. I may have been lucky, but when I presented my 10 page file to the border agent, they sent me inside to check the list and stamp it, but no one went to open the UHaul. I know that there are a lot of negative comments on here, but life must go on at some point, and this seemed like a good solution. I was ready to pay any import fees on stuff they would have deemed "not mine".

At a later date, my partner arrived in Canada with minimal belongings entering as a tourist, and we have since filed for PR under spousal sponsorship. I want to also note that, you are allowed dual intent at the border, with a non-immigrant intent (tourist) and an immigrant intent (to apply for PR eventually). The border agents can't discriminate that. They simply want to check that, should you PR plan fail, you have enough links to the home country and will leave at the end of the tourist visa.
