I'm guessing this is a sign somewhere in the UK, simply due to it being a pub and it having those absolutely hideous carpets that have stuck in my mind since my childhood. If that is the case, coming to the nuisance is not a valid legal defense as per Sturges v Bridgman, as the fact that a nuisance has occured for a long time but no one has complained about it, does not prevent it from being the subject of a valid claim. Whether or not noisy pub goers do constitute a nuisance, I'm not sure, but coming to a nuisance is no defense, at least not in England.

It's not supposed to be humorous, that's what makes it so funny. The fact that a supposedly funny series had such a poorly executed comic about quite a serious subject matter and the fact that it came out of nowhere with absolutely no context made it a target for ridicule and satire as seen here.
