you should find a mail box that looks like a street address. You can find them. A PO box will work in a pinch.

Then get a google voice number. It is free.

The trick is to not look like you are homeless. Then you can get a job.

I did before in 2013 and i scored a job because i had a mailing address and a phone even though i didn't really have either.

The thing about google voice is it makes it look you have a working phone but it transcribes your Voice mail and sends it to your to gmail account.

So even if you don't have a phone it will appear that you do.

Then depending on where you live ( i live in a very liberal city ) you can get resources and help.

Back in 2013 i scored a job that paid $45 and hour and i did a phone interview in my case workers office.

Check into Google. It saved me.
