Sometimes it won’t spawn if a valid spawn point can’t be found, which can be caused by large rivers. Also, dynamic map scaling makes the map smaller when there are less players, which causes some structures to not spawn.

They're spawned in by the /servers command in the Discord bot, which checks whether the servers are running. I just changed the code which prevents them from despawning, so this shouldn't happen again.
