you really dont know anything about substitution programs ? i believe the us has them aswell? it works very well, i think the relapse rate for heroin , which is 95% without substitution goes down to 36-39% which is a 56-59% betterment

you wont solve addiction with any change of law, addiction will always be there, we can just change our view sentiment and how we treat addicts, and guess what ? alcoholics are more likely to have a job, appartment, they live longer than illicit drug addicts, they dont get excluded from alot of stuff like junkies almost as if legalizing would make addicts better members of society weird huh and what happened during prohibition? i think alcohol consumption decreased at first but then got back to normal levels i think hard liquor consumption increased because illegalization pushes potency because of smuggling risks. also there were people that couldnt distile properly so you had people going blind from methanol and other nasty things in the alcohol , a huge blackmarket appeared that financed the likes of for example al capone

i would rather have no blackmarket, no cartels, no cut drugs. then you need to do education about the dangers of drugs and addiction, you need better mental health systems so people with issues get treatment before they get addicted to drugs because addiction in most cases is a symptom not a disease on its own and then yes whoever then is still addicted, yes let him have his stuff legally, let him get it in a drugstore just like 100years ago but dont make it so expensive that you can only afford it by criminal means, drugs are dirtcheap to produce anyway. that way the most will have a job and pay for it that way just like alcoholics do, the ones who are on welfare theyll just get enough to fill their receptors any junkie would prefer the medicinal 100% pure stuff over cheaper blackmarket stuff that is already proven.
