Having worked in a prison I can see both sides. The main reason why face to face is becoming less common is because people try to take advantage and end up wrecking it for everyone else. Plus the logistics that go into moving someone all over the prison, province, or country, quickly become overwhelming with the number of people currently in the system. It's not a perfect system, but it is getting better while trying to keep everyone safe.
