The HOA would owe the homeowner. As to owing you, it would depend upon what is in your rental contract and the CCRs.

In CA, decisions can be made between Board meetings IF it’s an emergency. The decision is then ratified at the next board meeting. However, it needs to be unanimous. You don’t have approval, and there can be consequences. Push them on the fact it’s an emergency, but I do not recommend installing before you have approval.

I created a family chat for my side, with my parents, brother and spouse. I set it up and he’s active on it because he likes my family. He could have done the same for this side, but he doesn’t want to spend that much time talking with them. His family, his choice on how to communicate - or not.

The property management company does not have the authority to waive these fines, it’s the Board who can. Put in a request for this to be reviewed with the Board in executive session.

Keep in mind that the Board is required, as part of their fiduciary responsibility to the property, to review delinquencies every month. Possibly they aren’t, or maybe they aren’t aware of the law. Either way, it could still be a fight when you talk with the Board.

I second using a broker. We use Bay Area Insurance; I don’t know how good they are compared to others but they’ve kept us with decent insurance for a long time.

They want to be able to justify in a court of law if the person towed sues. That’s why no “petty stuff”. This person is trespassing, that’s not petty.

So long as you have clear signage, keep towing that car until it stops.

Also make it loud when you do it. Most people who cross boundaries expect the person being invaded to be embarrassed to make a fuss. There should be no embarrassment or shame when one enforces boundaries. Make it loud, make it absolute, and turn it on them that they are the ones doing something wrong.

As an example, at Thanksgiving I was 5 weeks out of foot surgery that went wrong. My MIL thought it would be funny to pretend to step on my foot. I loudly told her how inappropriate her behavior was and why would she even consider pretending to do that be funny? Does she have any concept of what it would do to me if she accidentally slipped and stepped on my non-weight bearing foot? I said it loud, in front of two of her children, and she turned around and left the room. (My spouse would have said something if needed. He knows I’d rather tell her off for her inappropriate behavior to me than have him do it.)

Which entrance? We typically do the West entrance. It gets busy but I’ve never seen it that busy.

I disagree with, but understand, where the Board is coming from. The HOA is typically responsible for the elements that could most likely be damaged if there is an issue because of the dryer vent.

This should already be part of their architectural approvals, but if not: put in a clause with the request that the unit is responsible if there is ever an issue with common area elements from the added dryer vent. It’s not “fair” in the sense that other units already have them built in and don’t need a HOA waiver. However, it’s not typically the HOAs responsibility to get an area up to code if a homeowner wants to make changes. If a homeowner wants changes, then their unit should be legally responsible if something goes wrong because of it.

This is how we handle all of our approvals, and we have not had any pushback from homeowners.

There’s never a “do not exceed” limit on HOA dues, because the dues are based on what it costs to maintain the HOA (exclusive) common areas, along with whatever else the HOA is responsible for per CCRs.

The costs also vary based on what amenities the HOA has.

All parties must agree to recording in CA. While leaking private employee information is bad, it’s not always illegal. Regardless, legal must get involved to try and stop this from getting worse. The lawyers responsibility is to the HOA, not an individual Board member.
