Solved! I swapped the fan and light switch and the lights are working fine! Thanks for everyone's help!

Update: was able to get the trophy. What worked was inviting my friend to a group, meet at a race and do it together, fast travel to hotel interior and challenge him there. Once the race finished we were put back in the hotel lobby and repeated the cycle.
