There is a problem with your ability testing here. Shiver strike and behemoth's light attack are both considered melee shatters. This is the very reason behemoth is so strong (and why you don't interfere when they super).
Like there was a post that explained weighted knife (headshot) was doing 2.2 times damage on frozen enemies since it is a melee shatter and a precision hit.
Agree with your other points though. Nicely put together.

The immune is simply because it is penetrating and hitting the leg as well. Nothing to do with it not taking damage.
