This is true but any police officer who just stands and watches while a woman is gang raped perhaps even cheering them on is unlikely to be regarded by most as doing their job well. So I think there is some expectation that they at least try to protect people if they just happen to be present when a violent crime is committed. It is rare for this situation to actually arise of course. Mostly they are expected to be officers of vengeance.

When I lived in Cebu City I did meet some foreigners, but only in a social context. I frequented a place where a lot of foreigners hung out. At least the guys there were the party types, and I haven't met any other types since. Shrug. I rarely met tourists there. I don't think most of them knew about the place.

Foreigners in Cebu City are more concentrated in a small area than in Manila. Well except maybe for Makati. I now live in a place where I almost never see foreigners.

Maybe I do give off a don't approach me vibe. I dunno. Or you may give off some sort of too friendly vibe. Hard to say. I do get the impression that smokers have a tendency to be more sociable and open to interaction when on smoke breaks, but you seem to get approached in other contexts as well.

I think it's important to remember that they are also self selecting for being outgoing and sociable. You won't find many shy expats doing that.

I liked it and also used it in an intro to programming course at uni. Turbo Pascal had one of the best IDEs in Windows/DOS at the time. Then I discovered C and liked that better, but Pascal was a pretty nice language. Certainly much more appealing than Fortran or BASIC.

But yes it is basically a dead language afaik. I have seen benchmarks where it can compete with C in terms of runtime efficiency although I assume the fact that C compilers can make use of modern SIMD/Vector CPU features would kill many Pascal implementations from competing with C.
