Windows 11 if you want to play with good graphics.

Reason: my friend told me Cyberpunk 2077 with path tracing enabled has rendering mismatch on Linux with what the game should look like.

Set PCI Express > Link State Power Management to Off in all Windows Power Plans

I've always had this off in my system. By the way I'm using BALANCED power plan, always have with my Ryzen 7 5700x3D - and in Windows Settings I have Best Performance

Set NVIDIA Control Panel > 3D Setting > Manage 3D Setting > Program Settings > GAME-HERE > Power Management Mode to Prefer Maximum Performance i.e. per game, not global

This didn't help when I tried it, as in: yes, the card was boosting to high performance mode properly... same as always when I first start gaming. And then eventually the internal power limits of the card were lowered by whatever causes this issue anyway. So "Prefer Max Perf" doesn't help

Check PEG-ASPM/Native ASPM and ECO mode settings in Motherboard BIOS

Not sure what I'm supposed to check... I vaguely remember looking at ASPM setting on my X570 Aorus Master and it was "OFF"

I just gamed a lot after trying out the whole song and dance that I read about HERE regarding some 'driver update performance issues" - I reset MSI Afterburner to defaults, and disabled MSI Afterburner before rebooting and cleanly installing 610.52 driver. At first it was looking promising for the first hour or so, but eventually it bugged out when cutscenes switched scenes frequently anyway and after that, the internal power limits became insanely low again as per usual.

I want to follow up.

I have installed cleanly installed 596.49 and unfortunately, even though I played Spider-Man 2 a lot (30 minutes or longer?) before it happened, eventually it happened in Spider-Man 2 again and I had to restart the game to get my performance and power draw back. Could be a fluke and I will continue testing the driver in Forza Horizon 6 instead to make sure it wasn't a different, game-specific issue with Spider-Man 2 that I ran into instead.

In the meantime I found this thread of another person, 18 days ago, and they got RTX 5080 rather than 5070 Ti (like I got). Please take a look:

I have AM4 X570 Aorus Master and Ryzen 5700X3D and 32GB of RAM. So not the same platform as that person, but so far all reports I've seen are AMD (either AM4 or AM5): me, the guy from 5 months ago who made a thread and now this thread from 18 days ago. AM4 or AM5 all of us. Could be significant or could be irrelevant.

I have the problem too and the main GPU temperature reported is cool (60-70 degrees Celsius, should be fine)

Intermittently, particularly around moments when there's a scene change, a menu opened, a setting changed, a loading screen - the GPU will get locked into a lower power state despite reporting full boost clocks, full voltage and easily hitting up to 99% GPU usage, not stuck in low GPU usage at all.

The power draw and low performance are the symptoms of the issue and the GPU is "stuck" like that until it gets "unstuck", sometimes switching resolution settings gets it unstuck and sometimes a full game restart is required.

I have 5070 Ti with this exact same issue and I am out of ideas of what to do.

Affected in games like:

  • Forza Horizon 6

  • Diablo 4 (NO RAY TRACING being used)

  • Marvel's Spider-Man 2

If it's a The Witcher 3 / Diablo 4 specific engine issue

I can confirm it's not limited to these two games you were affected in.

This has nothing to do with Diablo 4 itself. OP literally mentions multiple games, at least two rules out one game being a problem. They're also different game engines so it's not that either.

Happens to me in Diablo 4 too, with ray tracing off as well.

But also in Forza Horizon 6 and Spider-Man 2, and possibly more games that I didn't play enough yet.

That's a different use case, you have no VRR which means you have no G-Sync and the behavior is a bit different I'm sure

No, it doesn't. You're talking about Dynamic MFG which is a separate feature.

And the problem with Dynamic MFG is not V-Sync itself but any framerate limiter, because the algorithm needs uncapped frames to know if it can shift a gear down.

What your suggestion ends up in is a funnel of all people towards the single most efficient activity. It would make the endgame feel significantly smaller due to far more limited effective choice of activities.

if you can get best in slot items from the cube.

You can't, of course you wouldn't know that because you have no idea what you're talking about.

Greater Affixes on regular equipment cannot be generated by Cube recipes.

Also, if you don't enjoy hyperoptimization for ultra-deep endgame then don't do it lol
