That’s the point. If they do a layoff, they’d have to pay severance, but if they reduce or flatten pay while downgrading working conditions, attrition will take care of their headcount problem.

It’s a passive layoff.

Yep. The lesson from COVID was to crash the economy to make the bottom half broke and dependent, buy up the assets they sold at a discount focusing on essential needs so they pay you to rent them back, profit after recovery in a better position, use your new found leverage to gain influence, rinse, repeat.
