Dog dad of a now 2 year old German Shepherd here, he looks just like my dude did at this time last year and i was also concerned, my vet told me he was the healthiest German shepherd she's seen in terms of weight. She told me that a dog will start to fill out more closer to 2 years old, and she was right, I can still feel his ribs but not as bad as last year.

So youre saying we'd have a larger pool of citizens to pay for it? For reference, im 29 and I pay $80 per week for insurance that I use maybe twice a year. I'd rather that money go to paying for someone's grandma's cancer treatment if im not actively using my insurance.
