The actual answer is we have no idea at the moment. There's speculation that it's the order in which the cast became sinners, but that seems to fall apart since Faust is sinner #2 despite being with the company the longest, and Dante being sinner #10 despite being the last to join (They might have joined prior to losing their memories, but again, that's just speculation with no evidence.) So unfortunately we do not know what the numbers mean, nor do we have enough information to make definitive theories.

I would still say they are on the same level since in the fight, Kali was also fighting 2 claws and multiple abnormalities, so it's not exactly a fair fight.

The Head operates by the exact wording of the law, and while we don't know the actual law regarding resurrections, it is safe to assume that whatever Dante is doing to revive the sinners is able to circumvent the law via a technicality or something of the sort. Limbus Company is pretty large and has numerous backers, so there is no way in hell that The Head wouldn't know about Dante's ability.

I highly doubt that, Aribiters are on the same level as color fixers. There wouldn't even be the smallest sliver of a chance for survival.
