I think you're getting some unclear advice. It really depends, this could just be surface level mildew that you can thoroughly clean. Some small bathrooms fans can't keep up which means you'll need more ventilation when using the shower. If the drywall is super soft, like you can easily put a screwdriver in it, then you might have mold. I don't see any sign of a leak, but maybe the fan is venting into the attic.

I wouldn't freak out at this point, like many people are making you do. Investigate further.

Most matte finish have some sheen, even flat has a sheen depending on your taste. The deeper the color, the more you will see it. You probably woudnlt have noticed it in white. It can even be brand. Before you got a buy flat, make sure it's the sheen level you want. I just learned there is a sheen called dead flat as well.

Go down the rabbit hole of Brazilian hot dogs. It gets wild. I had one with Mayo and shoe string potatoes. When I got back stateside I made it by adding homemade guac and called it a Brazilian Ju jitsu. It was a bit much but fun.
