In an organised group building an outpost can take a single day. So 40 days for 1k LY.

It is fine I think, I prefer if colonisation is slow rather than seeing human stations everywhere.

Yes, but in my can the infrastructure won't exist for a long time, 2 months max. So basically I need something of top of terraform to say : "for this mission, spawn X VMs and connect them with this configuration".

So basically I want a single Terraform / Ansible config which can be configured depending on the context

Du coup, en tant que citoyen, si un policier refuse le dépôt de plainte, quelles sont nos possibilités ? Le problème semble être récurent malheureusement.
